Andrew Cuomo’s new plan to improve Upstate New York falls upon eager ears. Nate Dougherty of the Rochester Business Journal details this story in his recent article “Cuomo Visits Area, touts $10B Plan to Improve Upstate.”
Dougherty details how Gov. Cuomo described his $10 billion capital improvement plan for Upstate New York to the Rochester Rotary and Rochester Business Alliance, Inc. The plan is the largest one proposed in modern history, according to Dougherty. Cuomo also detailed two programs—the Upstate Revitalization Initiative and the Regional Economic Development Council—to address growing the Upstate economy. The Upstate Revitalization Initiative comes as a follow up to Cuomo’s successful Buffalo Billions program, a plan proposed by Cuomo in 2013 that spelled out the region’s growth within a global context, and was revealed earlier this year. With the Upstate Revitalization Initiative, state regions are given the chance to propose individualized economic transformation plans for the chance to actualize them with a $1.5 billion prize.
The Regional Economic Development Council was developed in 2011, and gives each region of New York a chance to work together on identifying economic strengths and developing growth plans. Dougherty informs us how these councils have invested nearly $3 billion into more than 3,100 projects in the past four years.
These plans hope to promote the spread of economic efficacy from one region to the others. With these programs and investments in place, positive outcomes are bound to follow.
